A wedding celebration turned into a tragedy when a relative of the bride was shot dead accidentally by a guest of the groom during the garlanding ceremony, police said here today.     22-year-old Phool Kumar, a cousin of the bride, was rushed to the hospital last night on being shot but was pronounced dead on arrival, police said.     The man who opened fire has been arrested, SSP Raghubir Lal said.     The SSP has directed people wedding organisers and those attending to abstain from using fire arms during such functions and has warned of cancelling the licence of those found flouting the rule.
