Rakesh Kumar, a resident of Chattisgarh, was arrested from railway station last night, a police official said.
Five-year-old Panchu and six-year-old Saraswati, children of Ramesh Kumar, and 10-year-old Lata, daughter of Lakishman, were rescued in the operation, he said.
The parents had made a complaint about their missing children on Monday night at RS Pura police station in Jammu.
