Making it clear that India is not fully satisfied with Pakistan's actions with regard to Mumbai attacks, prime minister Manmohan Singh on Tuesday, said Islamabad should take next steps to ensure punishment to the culprits.

He said creating of war hysteria would serve no purpose and diplomacy should be given a chance while pressing Pakistan to act.

"I can't say that we are fully satisfied with the way the process has been moving," Singh told reporters here when asked to comment on Pakistan's response in bringing culprits of Mumbai attacks to justice.

"We expected and we expect government of Pakistan to bring all the culprits to book," he said while releasing Congress manifesto along with party chief Sonia Gandhi.

The prime minister pointed out that due to diplomatic offensive launched by India, Pakistan had admitted for the first time that the attacks were carried out by its citizens.

"We expect government of Pakistan to take next consequential steps and ensure that justice is done and culprits are punished," he underlined.
