Unlock 5.0 school reopening guidelines explained: Know when, how schools will open

The Union Ministry of Education has issued a guideline for opening all schools from October 15. The Central Government left the decision on state governments for when and which classes to open in schools.

The central government has allowed states to open schools from October 15. Last Monday, a 54-page guideline was released on how schools should be opened and what kind of arrangements should be there. The Central government has also made it clear that the state governments will decide when to open the school. Similarly, most state governments have empowered collectors to decide to open schools because of Corona infection.

Which state will open the schools?

The central government has approved the phase-wise opening of the schools after October 15 in the guidelines. But, the final decision will be entirely lying on the state governments. This means that each state may issue a  separate date for the opening of schools. Some states have given rights to decide when and how to open schools to their district administrations. The Delhi government has decided that schools will not be opened in October. Similarly, the UP government has left this decision on the districts, where the collector will decide after looking at the situation of COVID-19. Many states, including Madhya Pradesh, Rajasthan, Punjab, Haryana, Chhattisgarh, have not yet cleared the situation.


Which classes will open first?

There is nothing explicit in the new guidelines of the Central Government. State governments can make this decision. It has been said that if possible, school bags should not be banned for students of classes 1 to 5. In September, the Union Home Ministry allowed students from class 9 to 12 to meet teachers in schools. State governments can give similar preferences in the unlocked period of 5.0 and can open schools for larger studies in the beginning. If a state wants schools for young children to open first, the Union Ministry of Education will have no problem. It is definite that if a child wants to take online classes at home, then schools will have to allow it.

What will happen to the attendance? Will it be necessary for children to go to school when school opens?

No. The guidelines of the Union Home Ministry and the Ministry of Education clearly stated that students would not be forced to attend class. Attendance will also not be banned. This will be decided solely on the consent of the parents. In schools where there is no online education, teachers will have to talk to students and parents and ensure that children's education is moving in the right direction. Not only this, but schools are also prohibited from giving the Perfect Attendance Award.

Do students have to take the exams? What will happen to the exams?

According to the Ministry of Education guidelines, there will be no assessment for at least two-three weeks after opening the school. When they take exams, they will avoid taking exams in pen and paper text format for all classes. Assessment is allowed based on role-playing, choreography, class quizzes, puzzles and games, brochure designing, presentations, journals, and portfolios. They should be used in place of the commonly used pen and paper text format exam.

How will children be protected in school?

Children will come to school only when their parents give written approval. If parents want their children to study at home, then schools have to approve it. Similarly, if the child is ill, the parents will inform the school about it. Instructions have been given to clean the school campus regularly. Simultaneously, it has been asked to disinfect such places where there is more children's movement. Children have been asked to sensitize wearing masks and following social distancing. The class has been suggested to follow social distancing at the time of entry-exit in the classroom and school. In classes where there are more children, it is recommended to call students on an odd-even basis.
