Two reasons why Jammu is target, ex-DGP tells dna
Jammu has been on the radar of the ultras for a long time. Jammu is important because of the water. You know Hafiz Sayeed (LeT chief) has been harping on water. Pakistan government also introduced it [in its plans]. This gambit has to be seen in that context.
Jammu is important to them for other reasons. They want Doda to be cleared of minorities. But they are forgetting that the Hindu population is 42% and their basic profession has been soldiering. So it is not going to be easy to throw them out. That is why they are now attacking village defence committees (VDCs), which are obstacles in promoting migration.
The objective is to force migration from Doda, Rajouri and Poonch districts and, worse come worse, draw the line broadly on Chenab.
Plus, the aim is to trigger communal riots. First installment has come, and we have seen what happened in Kishtwar. Everything that has been happening in the last six months is part of a design in which Jammu has been the target.
The overall game plan of Pakistan is to escalate terrorism. That is why the Punjab government of Pakistan is helping Hafiz Sayeed financially. We should be prepared for a long haul. As far as talks are concerned you should know what is your position, what is your agenda.
You (nation) ought to have a perspective to deal with the situation because we are dealing with an enemy who has no principles, does not recognise any tradition or convention.
Unfortunately, you have written off half of J&K. You have to come to the original position.
Even in discussions with Pakistan you have to say that the entire state is an integral part of India and we proceed from there.
When you keep quiet on it they will do what they like. They (Pakistan) have changed the entire demography of Gilgit and Baltistan. People have been butchered. You have to change your format — the defeatist attitude and the sense of guilt.
You have to devise a national policy both militarily and diplomatically which should be above politics. We should anticipate what they [Pakistan] do and deal with it accordingly.
Though you talk of proxy war and cross border terrorism, yet when it comes to discussions you say it is a law and order problem. Even your army says why are you involving us, we are meant for duties on the border. The complexion of wars has changed. When you recognise a war, you will fight it like that.
