NEW DELHI: India and the US on Friday unveiled the text of the 123 agreement that enables full civilian nuclear cooperation between the two countries without 'hindering' India's strategic programme.

The 123 agreement, which was finalised after tortuous negotiations nearly a fortnight ago, ensures development of a strategic fuel reserve for the lifetime of nuclear reactors that New Delhi will place under international safeguards.

There is no reference to nuclear testing in the text of the 123 agreement and the consequences that could follow in the event of India conducting a nuclear test.
