Tarvinder Singh Marwah, senior Congress MLA and former Parliamentary Secretary of Chief Minister Sheila Dikshit, has been indicted by the Lokayukta for getting his daughter admitted in a Delhi University college using "fabricated" documents.

Lokayukta Justice Manmohan Sarin recommended to Lt Governor Najeeb Jung to "censure" the four-time MLA from Jungpura while holding him guilty of violation of "norms of integrity and conduct". In the order, the Lokayukta said forged mark sheet and migration certificates were used for admission of Marwah's daughter Jasmine Kaur in Mata Sundari College. The MLA had to resign in March last year from the post of Parliamentary Secretary to Dikshit after the allegations came to light.

The Lokayukta order had come following a complaint filed by Hari Om Gupta who has alleged that Marwah got his daughter admitted in Bachelor of Arts course in Mata Sundari College in July 2011 by submitting "forged" marksheet of higher secondary examination of Madhya Pradesh State Open School, Bhopal.

"Mata Sundari college had enquired from Madhya Pradesh State Open School Board, which confirmed that the mark sheet certifying that Jasmine Kaur Marwah, daughter of Tarvinder Singh Marwah, as having passed the Higher Secondary examination by securing 255 out of 500 marks was a fabricated one," said the Lokayukta order.

The Lokayukta said the girl had never taken the examination and the migration certificate used for securing admission was also found to be fabricated.

The complainant had alleged that Marwah had sent a recommendation on his letterhead to the Chairman of Mata Sundari College for admission of his daughter in the college. During course of investigation, the college principal had informed that the documents and recommendation letter were given to him by Jasmine Kaur and her mother while seeking admission.

In his response, Marwah had claimed that the entire matter was handled by his wife and he did not have any knowledge about it. He had also told the Lokayukta that his daughter and wife had been tricked by one Pratham PT College, which had supplied the mark sheet and migration certificate to them. He argued that the CFSL had also found that he had not signed the recommendation letter and character certificate.

The Lokayukta, however, was not convinced by Marwah's contention saying the parents must have known that their daughter did not take any examination and that the documents were fabricated. "Opportunity was given to Mrs Marwah to clarify the position, but the respondent Tarvinder Singh Marwah while claiming that his wife handled everything, chose not to bring her as a witness to prove his version," said the order.

The Lokayukta emphasised on the need for public functionaries whose conduct is to act as role models for members of the society to abide by norms of integrity and conduct and not to indulge in such acts which cannot be countenanced from those holding public positions.
