A PIL claiming inaction to prevent hawkers and roadside vendors from encroaching public space came up for hearing before the Supreme Court which asked the petitioner to submit before it how the relevant law had been violated.

"Bring the Act on hawkers," a bench headed by Chief Justice RM Lodha asked the Delhi-based NGO, Voice of India, which had raised the issue by citing examples of encroachment from some states. The bench, also comprising justices Kurian Joseph and RF Nariman, told the NGO's chairman Dhanesh Kumar that he should have pointed out any alleged violation of law.

"Parliament has passed a law (on hawkers) but you have not given any reference," the bench said, adding that before approaching the apex court there should be a "notice given for demand of justice to the authorities concerned".

The bench adjourned the matter for three weeks.
