A memorial dedicated to Sham Singh Attariwala, a leading general in Maharaja Ranjit Singh's army, was today inaugurated here by Punjab chief minister Parkash Singh Badal.      The memorial which has a statue of the general on horseback has been set up at a cost of about Rs3.75 crore, an official spokesman said.    At the ceremony, Badal asked the youth to imbibe the valour and gallantry of the general.       The chief minister announced the state government will mark the martyrdom of the general at a function every year on February 10.    The state government will also take up a proposal of naming Attari Railway Station and the proposed four-lane national highway after the general, he said.
