NEW DELHI: The Administrative Reforms Commission has recommended keeping the prime minister out of the jurisdiction of the Rashtriya Lok Ayukt and said the Constitution should be amended to provide for a national ombudsman, to be called the Rashtriya Lok Ayukt.
 
The commission suggested prior sanction was not necessary to prosecute public servants for possessing assets disproportionate to their known sources of income.
 
It recommended setting up of a National Judicial Council, with the Vice President as its chairperson, which would lay down a code of conduct for judges.
 
It also recommended the setting up of a Serious Frauds Office to investigate financial embezzlement of over Rs 10 crore or having widespread public concern or involves international dimensions.
