The state police raided the party at about 3am on Saturday on a tip-off that foreigners and locals are holding a 'full moon night' party inside the Dhargila forests in Shahpur area of the district.

"We raided the party and detained 13 foreigners, four other tourists and two locals. We have also registered a narcotics case against one local as some quantity of charas has been found with him. He had arranged the party and invited the foreigners," Kangra Superintendent of Police Atul Fulzele told PTI.

However, no foreigners have been booked by the Police, he added.

There were five women among the 13 foreigners detained, he said, adding those foreigners who produced proper documents like valid passport and visa were let off.

Sources said letters have been issued to relevant embassies informing them of the incident. The foreigners were also advised against venturing into forests late night because of security concerns.
