India today told China that a substantive Indo-Pak dialogue would not be possible unless "proper atmosphere" is created by Pakistan by dismantling the terror infrastructure in that country.Foreign secretary Nirupama Rao who briefed the media on foreign minister S M Krishna's talks with his Chinese counterpart Yang Jeichi said the Indian side did not raise the issue of close ties between China and Pakistan.However, Krishna has conveyed India's concerns over terrorism emanating from Pakistan soil and recent incidents of terror against Indian assets in Afghanistan.Pakistan should create a proper atmosphere for sustained talks, China was told.

"Unless proper atmosphere is created by dismantling the infrastructure of terrorism it will be difficult to resume substantive dialogue with Pakistan," Rao said. 

She said China welcomed the recent meeting of foreign secretary level talks between India and Pakistan. 

"They are briefed on the outcome of talks.We stressed that we advocated dialogue to resolve outstanding issues," she said, adding that terrorism that emanated from Pakistan territory should be stopped.
