To counter the BJP's "Modi hai to mumkin hai" slogan for the upcoming Lok Sabha campaign, the Congress is going to play up the word "nibhayengey" to drum up support. Party president Rahul Gandhi will take the final call soon, sources told DNA.

Building on the idea that the party has delivered during the time it has been in power, variations on the word "nibhayengey" have been presented to the publicity monitoring committee. "Hum nibhayengey" is one of the options, said those in the know.

In its campaign pitch, the party will also liberally use the word "nyay", drawn from its minimum income guarantee scheme, or the Nyuntam Aay Yojana, announced by Gandhi last week. The campaign slogan will be announced, likely on April 4, few days after the release of the Congress manifesto, said a member of the committee.

"The slogan will focus on a positive message: What is the vision that the Congress party has to offer to people," said another member of the reconstituted committee.

Party functionaries said that while the main publicity campaign will be a national one, their state units have also started working on individual campaigns to cover local issues. While the party is planning over 30 such state-specific campaigns, the lack of time can prove to be a damper. Sources in the party's data analytics team added that the slogans have been tested with a certain section of workers via the Shakti platform.

Apart from the slogan, the party's manifesto, which will be announced on April 2, will also play up on the positive messaging. Those in the know said that a war cry by former union minister P Chidambaram at the party's 84th Plenary Session on March 18, 2018 – "We have done it before, we will do it again" – will also be used liberally.

However, many in the party are worried that it would be too late in the day to capture the voter's interest, with barely two weeks for the first phase of elections to start. Sources added that the reconstitution of the publicity committee earlier this week, to be now helmed by Sam Pitroda, was due to a slow pace of developments in the former committee. It is now renamed campaign monitoring committee, and some of the members sat for a meeting on Saturday.
