Lok Sabha speaker Meira Kumar today called upon village panchayats to ensure proper implementation of various developmental schemes and create an atmosphere of hope for the youth.     Kumar, who was invited as chief guest here at a workshop on 'Gandhi's vision for self dependence and governance in the villages', said Mahatma Gandhi's dream of self dependence of villages is still incomplete.     While addressing the gathering of village pradhans, members of district panchayats and Municipality officials, she said, it is their responsibility to implement various developmental schemes in villages.     Kumar said the elected representatives should create an atmosphere of hope for the youth so that they do not feel the need to migrate to cities for better opportunities.     She said that our dream for the society should not be selfish rather it should be an inclusive one and the poor and backward people of India should have a special place in it.
