India should assess how CSIR, BARC, ISRO can be used to develop core technologies for national security: NSA Ajit Doval

The NSA said historically, India has always remained a runner-up in terms of defence technology.

National Security Advisor (NSA) Ajit Doval on Tuesday said India needs to enhance its capabilities for technology absorption in the defence sector, not only in the laboratories but also in the production of systems.

He also called for the integration of technologies available with institutions like CSIR, BARC, ISRO and even private sector to develop core technologies for national security.

"India should assess core technologies available with all centreS of excellence available in India like Council of Scientific and Industrial Research (CSIR), Bhabha Atomic Research Centre (BARC), Indian Space Research Organisation (ISRO) and private sector and see how these can be collectively used to develop core technologies for national security," Doval said while speaking at 41st DRDO Director’s Conclave in New Delhi. 

The NSA said historically, India has always remained a runner-up in terms of defence technology.

"Armies that were better equipped always called the shots and decided the destiny of mankind. They were always the one which had higher technologies. India's own historical experience on this has been sad, we were the runner-up. There is no trophy for the runner ups," he said. 

Highlighting that the technology and money are 2 things which will influence geopolitics in the modern world, Doval said, "Either you are better than your adversaries or you're not there at all."

"Who will win, will depend upon who has preponderance over their adversaries on these two. Of the two, technology is more important," he added. 

The NSA, who closely supervises DRDO's projects, said that in the world of distributed production for the manufacturing of items, systems integration becomes most important.

"India needs to enhance its capabilities for technology absorption not only in the laboratories but also in the production of systems.

Constant adaptation and change is progress. Therefore we should not be shy to revisit basics and realign our structures in line with emerging realities," he said. 

He added that niche technologies must be need-based and affordable and identifying such technologies should be done in consultation with stakeholders.

The NSA ended his talk by giving an example of young scientists like Alan Turing and several other data scientists or code-breakers who made the difference between victory and defeat during both World War I and World War II. 

DRDO scientists were as important as these scientists and can make a big difference in crucial situations, he said.
