India raises issue of ‘attempted hacking’ with Islamabad

The harassment of Indian diplomats continue unabated in 2019. The latest incident coming to light is the attempted hacking of social media accounts of Indian diplomats posted in Indian mission in Islamabad. In one such incident, attempts were made to hack the social media account of the second secretary in Islamabad. People impersonated his relatives to try to hack into his account. Fake profiles similar to that of his relatives were used.

In another incident, another second secretary stationed in the Indian High Commission received an e-mail from Facebook that repeated attempts were made by unknown people to log into his Facebook account.

India has sent a note verbale regarding this to Pakistan's Ministry of Foreign Affairs on January 10, requesting it to take note of the incident. The note verbale read, "Such incidents of aggressive surveillance, violation of privacy and harassment amount to a breach of the understanding reached between Pakistan's foreign secretary and the High commissioner of India on March 27, 2018."

Indian diplomats in Islamabad have been facing harassment since the end of 2018. On December 4, 2018, the Indian high commissioner and deputy high commissioner were closely followed and aggressively watched by Pakistani security officials during a wedding reception an Serena hotel, in Islamabad.

There have been other instances too. On December 10, someone tried to barge into the house of an Indian diplomat. On December 21, an Indian high commission team was questioned on its way in Peshawar, and on December 25, electric supply was snapped at the house of a diplomat.

In early 2018, Indian and Pakistani diplomats in Islamabad and New Delhi had reported harassment and an understanding was reached in March.

Functioning of diplomatic missions between India and Pakistan is governed by the Vienna Convention on Diplomatic Relations, 1961, and the bilateral Code of Conduct, 1992. The code of conduct of 1992 clearly says the safety and security of the premises of diplomatic personnel, their families shall be respected and protected and any intrusive and aggressive surveillance shall not be allowed.
