Senior BJP leader and deputy Chief Minister of Bihar, Sushil Kumar Modi, said illiteracy was the cause behind population explosion and suggested education as its solution.

Addressing a public meeting at Bihar's Muzaffarpur district on Wednesday, Modi said, "Jo padhe likhe log hain, unke bacche kam hote hain, aur jo kam padhe likhe log hain, unke bacche bahut jyada hote hain (Educated people have less children and those who are less educated have more children)," said Modi.

Stressing on the importance of education, he said, "Education is the solution to every problem. If we have to control the number of people in every family, we need to educate them. There is no need for family planning."

Modi said the government was running a number of programmes to ensure that no child remains uneducated due to lack of funds. "Unless and until we mainstream the marginalised sections of the society, there is no meaning of development," he said.

India is the second-most populous country in the world and is expected to exceed the most-populated China by 2024.
