While describing Gujarat as an ideal state for migrants, Chief Minister Vijay Rupani on Thursday said that 80 per cent jobs in the private sector should be given to local youths. Rupani's comments, made at an industry event in Ahmedabad, assume significance in the backdrop of large-scale migration of workers from the state in early October following rape of a 14-month-old child in Sabarkantha.

"The state government is making efforts for more jobs and employment opportunities for local youths. We want that more than 80 per cent jobs in private sector are given to local youths," Rupani said addressing the national executive committee of Federation of Indian Chambers of Commerce & Industry (FICCI).

Rupani said that the state government had taken several steps for providing technical and soft skills training for local youths "to ensure that industries get good local work force". The trigger of the violence targeting migrants, mainly from UP, Bihar and MP, was rape of the child by a migrant worker, but underlying resentment due to lack of jobs for locals because of cheaper migrant labour also contributed to the violence. Congress president Rahul Gandhi had said that root cause of violence was shut factories and unemployment. An estimated 70,000 migrants had fled from the state in a week owing to the violence, but many of them have since returned.

In his address, Rupani admitted that more than 5 lakh youths in the state were registered with employment exchanges, but claimed that many were already employed, but had registered in hope of better jobs.

Rupani brushed aside the demands for unemployment allowance that Congress had made during elections, saying, "This will only create an army of unemployed youth. It is the government's responsibility to create jobs, and we are moving ahead in that direction," he said.

He pitched Gujarat as a state with business-friendly atmosphere, zero-level unrest, and industrial peace.

"There are two things in Gujarat – surplus power and industrial peace. The atmosphere is so good that industries face no problems, and benefit from industrial peace. Gujarat has consistently been at the top in Ease of Doing Business rankings," he said.

He said that Gujarat was on top in 15 out of 25 focus sectors identified under Make in India campaign. He said that manufacturing was Gujarat's strength, but the state formed the backbone of Micro, Small and Medium Enterprises (MSMEs).

"In last six years, MSMEs have registered growth of 13% in India, but in Gujarat, the growth is 41%," he claimed.

He said that Gujarat was the country's growth engine, and its share in country's GDP, manufacturing output, exports, and foreign direct investment was higher than its share of population.

"The figures speak for themselves," he said, and invited FICCI members to participate in the upcoming Vibrant Gujarat Summit, slated to take place in Gandhinagar from January 18 to 20.
