Ignoring the appeal made by the finance minister, state government employees from Telangana today vowed to participate in the non-cooperation movement from Februay 17 announced by pro-Telangana groups to achieve the statehood for the region.    State finance minister A Raama Narayana Reddy and others held a meeting with the Telangana government employees associations today and urged them not to participate in the non-cooperation movement.     "This government will abide by whatever decision is taken by the Centre on the Telangana issue. You are all part of the government. We request you to cooperate with the government. People of the region should not be deprived of the benefits of the welfare schemes," Reddy said.     However, Swamy Goud, leader of the Telangana Non-Gazetted Officers Association, said "they cannot remain as mute spectators when people are observing non-cooperation movement to achieve Telangana".    The Telangana political Joint Action Committee (JAC), that comprises TRS, BJP and various people's organisations, has called for the non-cooperation agitation from February 17.     TRS president K Chandrasekhar Rao had earlier said public transport, government offices, educational institutions and even courts would not function as part of the "non-cooperation" stir.
