Haryana Chief Minister Manohar Lal Khattar today termed as "unfortunate" the brutal gang rape-and-murder of a young woman from Sonipat, and said the guilty would not be spared.

Talking to reporters here, he said an inquiry was being conducted into the unfortunate incident and that the guilty would not be spared.

The 23-year-old woman was gang-raped and brutally murdered with her mutilated body being found in Rohtak district, police said.

Stray dogs had bitten away the victim's face and lower portion of her body which was spotted by a passer-by in the urban estate area of Rohtak on May 11, they said.

Two persons have been arrested in this connection, Superintendent of Police of Sonipat Ajay Malik said.

Meanwhile, Khattar said the state government would frame a policy under the Vendors (Protection of Livelihood and Regulation of Street Vending) Act passed by Parliament.

He said that this would provide a big relief to vendors.

In reply to a query on the river water-sharing issue, he said that Haryana's need for water was much higher than Punjab and therefore, all treaties made in this direction should be implemented.

In reply to another question, he said that work on the state resident database would be completed in the next three months.

After its completion, integrated data of the population would be available with the government, enabling it to pass on benefits of various schemes to deserving people.
