'Don't want to pay Rs 1,000 crore for peripheral expressways': Delhi govt tells SC

The Aam Aadmi Party (AAP) led Delhi government has told the Supreme Court on Saturday that it won't be paying Rs 1,000 crore out of Rs 3,577 crore dues for the development of Eastern and Western Peripheral Expressways mentioning that it had already paid its share of the cost regarding the construction of the project.

Refusing to pay the amount, the AAP government added that Uttar Pradesh and Haryana are the major beneficiaries of the project as they are the ones who are going to develop township projects along the expressway.

Senior advocate Mukul Rohatgi, representing the Delhi Government for the case said that the government has abided by the 2005 Supreme Court order but it cannot pay any more for this project as "government`s budgetary allocations are very limited." He also stated that the Rs 800 crore government project has inflated to Rs 8,000 crore later.

"The beneficiaries of the expressways are Uttar Pradesh and Haryana as they are developing townships along the expressway. I have already paid around Rs 700 crore, don`t want to pay anything more...", Rohtagi said.

The cabinet secretary's report accepted by the Supreme Court in 2005 stated that governments of Delhi, Uttar Pradesh and Haryana accepted on a cost-sharing formula of 50:25:25 for both the highway projects.

Rohtagi retorted saying that the court had not asked Delhi government to bear 50% of the cost, instead, it had been asked to pay Rs 400 crore, which has been paid back.

The SC then asked the Delhi Government to file an application seeking relief.

The amicus curie had informed the court that the Uttar Pradesh government had already paid its 25% share and cited that the land acquisition for both expressways was estimated at Rs 844 crore, and later it increased to Rs 8,462.03 crore. The Harayana counsel also stated that it had paid its share of the cost.

The center insisted that the Delhi government should pay half the cost of the development of these projects by releasing its pending share.

In October, the Supreme Court ordered the Delhi Government to pay Rs 1000 crore of its share to complete these projects.

The Eastern Peripheral Expressway connects Ghaziabad, Faridabad, Gautam Budh Nagar (Greater Noida) and Palwal, while, Western Peripheral Expressway connects Kundli to Palwal via Manesar in Haryana.
