Barring some exceptions in ticket distribution process, candidates' active participation, winnability and merit have been considered to nominate them in the assembly polls slated for December one, Kamat told reporters here.

He said ticket distribution was not done on caste lines nor on religion basis.

Kamat hoped rebels would probably withdraw their papers by November 16.

To a question on giving tickets to kin of three accused and jailed MLAs (former ministers Babulal Nagar, Mahipal Maderna and MLA Malkhan Singh), when asked, Kamat said they (kin) have not committed any crime and have worked for the party.

Congress has fielded Nagar's brother Hazarilal Nagar from Dudu, Amri Devi, mother of Malkhan from Luni seat, and Leela Maderna, wife of Mahipal from Osian seat.
