Coal ex-secretary HC Gupta guilty over block allotment

A special court has convicted former coal secretary HC Gupta in the coal scam, making it the third case where the ex-bureaucrat has been found guilty. This case is about allotment of a coal block in West Bengal during the UPA regime at the Centre.

The court will hear arguments on his sentencing on December 3.

Five others, including one retired and another serving public servant — KS Kropha and KC Samria — were also held guilty for various offences under the Prevention of Corruption Act and Indian Penal Code.

The case relates to irregularities in the allocation of Moira and Madhujore (North and South) coal blocks in West Bengal to Vikash Metals and Power Limited (VMPL). The Central Bureau of Investigation (CBI) had registered a case in September 2012.

The court also held VMPL, its managing director Vikash Patni and a company official, guilty. Prosecutors said Gupta has been accused in 12 cases of alleged irregularities in coal block allocation scam.

The CBI has filed multiple charge sheets in connection with alleged irregularities in 40 cases of coal block allocations during the UPA-1 and UPA-2 regime.

The special CBI court, so far, has decided six cases after the Supreme Court approved the appointment of Bharat Additional Sessions Judge Parashar as a special judge to exclusively deal with all coal scam cases in July 2014.

Former prime minister Manmohan Singh is accused in one case relating to the allocation of the Talabira II/III coal blocks in Odisha, in 2005.

On March 11, 2015, the special court had summoned Singh and five others as accused.
