With a view to promoting Prime Minister Narendra Modi's Digital India vision, Uttar Pradesh Chief Minister Yogi Adityanath has directed to implement e-Office system in the state by October 1.
After a high-level meeting on Monday, the CM directed state Chief Secretary Rahul Bhatnagar to submit a detailed project report for the same by June 15.
Physical file system will be discarded and replaced with digital files in all government departments to check corruption and easy movement and maintenance of government records.
After introducing e-tendering in all government contracts, e-Office is yet another major step by the Yogi government to bring in transparency and curb corruption. "The main aim is fast decision-making and quick disposal of government files and at the same time bring in transparency in governance and zero tolerance on corruption in the system," claimed the CM.
Under the e-System, a ticket will be generated the moment any government file is created. It will move to all bureaucrats concerned for approval through an automated e.mail system with a times-line.
The CM has also constituted a high-powered committee with Additional Chief Secretary Information and Technology and Principal Secretary Secretariat Administration Department (SAD) as its members.
The Principal Secretary SAD will be the nodal officer for the implementation of the e-Office Project. The department has been asked to procure hardware, software, servers, computers, laptops, ipads, tablets etc required for the project to start by October 1, 2017. The IT department will provide the necessary training to babus.
The e-Office system will save a lot of precious time in moving government files from one office to another for remarks and approval. It will also leave no scope for any excuse or manipulation and fix accountability on babus in the state.
'File is untraceable' or 'papers are missing' is a general rhetoric of UP Babus to delay any government file for months. There are cases when files related to scams or controversial decisions are burnt in mysterious fire. The digital file system would also help in checking corruption in power corridors.
