Bihar Congress chief Choudhary Mehboob Ali Kaiser today said erstwhile BJP governments had taken no initiatives to bring back the blackmoney stashed in foreign banks.     "The erstwhile governments of saffron party did nothing to bring back the blackmoney... they even failed to write a simple letter to any foreign country in this connection", Kaiser told reporters.     He, however, claimed that the Congress-led UPA government at the centre was 'serious' to bring the black money back from Swiss and other foreign banks.     Kaiser also lambasted the BJP for allegedly trying to shield its Karnataka and Gujarat chief ministers despite serious charges against them.     Referring to chief minister Nitish Kumar's demand for securing special state category to Bihar, he said if the state government was really serious for mobilising investments, it should have given the tax concessions on the pattern of the ones offered by the states like Uttrakhand and Himachal Pradesh.
