SRINAGAR: As security agencies started probing the disturbing Al-Qaeda video that declared a jihad against India last Friday, the Centre today said the CD was aimed at triggering fear among the masses.

Union home secretary Madhukar Gupta said it would be speculative to make any comment since the investigation is underway.

"Some things have been said and our agencies are investigating the whole matter.The motive of the video was to spark terror among people," he said.

The union home secretary asked the people not to feel panicked by the statements. Gupta along with several officials of the Union home ministry are touring Kashmir to review the security situation and discuss the recommendations made by some of the working groups set by the Prime Minister after the round table meeting last year.

"I have had detailed discussions with the agencies in the state and I am informed the security situation is showing an overall improvement in the state," he said. 

He, however, warned against any complacency and urged the need to fine tune the security apparatus in the state.

On the issue of prosecuting security force personnel faced with allegations of human rights abuses, he said the union home ministry is looking into the matter and definite steps will be taken to punish the guilty.
