Vijay Aggarwal, counsel for Shahid and Asif Balwa on Tuesday filed a PIL saying, “Prison rules should be like that which protects the jail inmates and gives them a fair, just and most importantly a constitutionally complaint penal regime regarding the administration of penal system.”

The court will hear the matter on Wednesday. Aggarwal demanded there should be clear classification regarding release of prisoners.

“Undertrials constitute a whooping 67% of the total prison population in India. The present system shows the injustice discrimination and violations of constitutional rights,” he said.
