The Delhi Assembly witnessed high drama on Wednesday as a scuffle broke out when two men — claiming to be Aam Aadmi Party (AAP) volunteers — shouted slogans and hurled paper missiles and also corruption charges at Health Minister Satyendar Jain.
The second such case in less than a month comes as an embarrassment for Delhi's ruling party which has a near-total majority in the Assembly.
The police took the two men into custody after Assembly Speaker Ram Niwas Goel ordered them jailed for a month for disrupting the House proceedings for nearly 30 minutes.
The two turbaned men — Jagdeep Rana and Rajan Kumar — were also thrashed by AAP MLAs. Rana had to be taken to a hospital. He said he had contested the 2013 Assembly election on AAP's ticket. Kumar is reportedly from Punjab.
Eyewitnesses said AAP MLAs punched, kicked and slapped one protester as he was being taken away along with the other by the police. The two, sitting in the visitors' gallery, had also questioned Chief Minister Arvind Kejriwal's silence on corruption charges.
The Assembly witnessed similar unruly scenes on May 31 this year when rebel leader Kapil Mishra was dragged out by AAP MLAs.
Mishra had then levelled corruption charges against the party leadership, including Jain. Jain is facing corruption charges and is under investigation.
"The initial investigation reveals that there was no signature of any MLA on their entry cards. Some workers from the Assembly had given them access," Goel said.
A two-day session of the Assembly began on Wednesday. Some of the major issues likely to be taken up include a discussion on granting ownership rights to the landless who were allotted plots in villages in the 1970s, and reservation for local students in Delhi University colleges aided by the Delhi government.
On June 19, The Central Bureau of Investigation (CBI) raided Jain's house regarding its investigation into an alleged money laundering case.
Jain is the third minister from the AAP-led Delhi government whose house has been raided by the probe agency in the recent past for alleged corruption.
