Bihar Chief Minister Nitish Kumar opened his week by triggering controversy as he treaded green carpets spread out for him on a visit to flood victims in Darbhanga district.

While the Opposition latched on to the episode to cry "misuse of power", the ruling Janata Dal (United) defended the move.

On Monday, the district administration spread out a green carpet at the helipad after Nitish landed, and also at the relief centre at a state-run school in Mirzapur village that he visited, apparently to protect his feet from muck.

Sources revealed that the district administration had made special provisions to give the CM a VIP welcome.

The Chief Minister, who had aerially reviewed the flood-hit district on Friday, was accompanied by food minister Madan Sahni, Rashtriya Janata Dal legislator Abdulbari Siddiqui, chief secretary Deepak Kumar, principal secretary Chanchal Kumar and chief secretary of disaster management Pratyaya Amrit to Darbhanga.

The CM's reception met with fierce criticism from the Opposition. Former Chief Minister Rabri Devi (RJD) said, "Things such as this can happen only in Bihar. While the entire state has been affected by floods, carpets are being laid out to welcome the CM."

Senior Congress leader Prem Chandra Mishra said, "The CM's entire review operation and the visits to relief centres were a farce."

But MLC Nawal Kishor Yadav from BJP, JD(U)'s partner in the ruling coalition in the state, snapped back, "Should the CM be welcomed with the permission of the media and the opposition? Should the CM be made to trudge through mud?"

Yadav said the government was taking all necessary steps to aid flood victims. Heavy monsoon showers have ravaged the state, claiming the lives of 120 people so far.
