Rs 72000/year: Jaitley dismisses Rahul’s promise, says Congress has been misleading nation on poverty for 50 years

BJP leader Arun Jaitley Monday slammed Rahul Gandhi's promise of giving Rs 72,000 per year to the most deprived families as a "bluff" and yet another Congress' bid to "cheat" the poor, and asserted the Modi government was already giving one-and-a-half times more money to them. The Finance Minister told reporters here that the Congress has a history of cheating the poor and misleading the country in the name of removing poverty as it only gave them slogans but not the tools and resources.

"Merely slogans and statements will not remove poverty. It will go by providing resources which the Modi government has by giving the poor houses, gas connections, roads... You (Congress) have cheated the poor many times and are trying to do so again. But people will not fall in this trap this time," he said.

Earlier in the day, Congress president Gandhi promised that the 20 per cent poorest families will be given Rs 72,000 annually as a minimum income if his party is voted to power in the Lok Sabha polls.

Jaitley said Gandhi did not give any detail of the scheme and his party leaders have said it will not affect fiscal discipline which, he added, means that the existing schemes will be repackaged.

The government led by Prime Minister Narendra Modi has been giving away Rs 5.34 lakh crore to the poor families, he said.

"What sort of favour will they (Congress) do to the poor by giving them Rs 3.6 lakh crore? We are already giving them one-and-a-half times more," he said, noting that the 20 per cent poorest families are already getting Rs 1.06 lakh each under various government schemes against Rs 72,000 promised by the Congress

Niti Aayog Vice-Chairman Rajiv Kumar Monday said Congress party President Rahul Gandhi's promise of providing Rs 72,000 annually to five crore families if voted to power will create strong incentives against work and bust fiscal discipline. At a press conference here, Gandhi announced that 20 per cent families belonging to the poorest category will be given Rs 72,000 each annually as minimum income if his party comes to power. "True to its past record of promising the moon to win elections, Congress President announces a scheme that will bust fiscal discipline, create strong incentives against work and which will never be implemented," Kumar said in a tweet.

In another tweet, he said the cost of the minimum income guarantee scheme at 2 per cent of the gross domestic product and 13 per cent of the budget will "ensure" that real needs of people remain unsatisfied. Kumar also said the Congress party had promised 'Garibi Hatao' in 1971, 'One Rank One Pension' in 2008, food security in 2013 to win elections, but could not fulfil any of those. The "same unfortunate fate" awaits the populist and opportunistic promise of minimum income guarantee, he added.

In a big bang election promise, Congress president Rahul Gandhi on Monday announced that 20 per cent families belonging to the poorest category will be given Rs 72,000 each annually as minimum income if his party comes to power. Making the announcement at a press conference here, Gandhi said five crore families and 25 crore will directly benefit from the scheme.

"Final assault on poverty has begun. We will wipe out poverty from the country," he said Gandhi said the Congress has studied the fiscal implications of the scheme and consulted renowned economists and experts before finalising the scheme. "It is an extremely powerful, ground-breaking and well-thought through idea. We have consulted many economists on the scheme," he said. "People have suffered in the last five years and we are going to give justice to them," he added.

If Narendra Modi can give money to the rich people in the country, then Congress can give the poor this money," he said. "Narendra Modi is creating two Indias in the country and we will not allow two Indias and will be only one India. There will be no two Indias," he said.

Asked where the money will come from and whether it will affect the economy, he claimed there is enough money in India and the Congress guarantees that 20 per cent poorest families will be given Rs 72,000 per year. "The Congress guarantees that 20 per cent families belonging to the poorest category in India will be given Rs 72,000 each annually in their bank accounts. "Remember that in Madhya Pradesh, Chhattisgarh and Rajasthan, I had promised that in 10 days farmers will be given a loan waiver. I am promising you today that justice will be done. Scheme will be on a phase basis. First a pilot project will be run then scheme will run," he said. Gandhi claimed that everyday your money is being taken and "we will show you what is happening. We have been studying this for the last 4-5 months".
