Lok Sabha adopts the resolution to nullify Article 370 from Jammu and Kashmir and passes J&K (Reorganisation), Bill.

Union Home Minister Amit Shah on Tuesday moved the resolution to revoke Article 370 in Jammu and Kashmir, in Lok Sabha. Shah also introduced Jammu and Kashmir (Reorganisation) Bill, 2019 in the Lower House of Parliament.

A resolution removing the special status of the state under Article 370 was approved by the Rajya Sabha on Monday with Shah saying the constitutional provision was the "root cause of terrorism" in the state, and that the Modi government was committed to making the state the most progressive in the country. 

The Jammu and Kashmir (Reorganisation) Bill, 2019, which strips Jammu and Kashmir's status of a state and converts it into a Union Territory with legislature and carving out Ladakh region as a union territory without legislature, was passed in a division pressed by the opposition with 125 votes in favour and 61 against, and an NCP member abstained.

Senior Congress leader said, " In last 70 yrs, several times we saw demands that union territories be converted into states but this is probably the first time in history that a state has been converted into union territory. There cannot be a bigger blow to federal structure than this."

Amit Shah strongly opposes this statement and says that J&K is an integral part of the country and whenever he refers to the state, he also implies PoK and Aksai Chin as part of the state.

Current situation in Jammu and Kashmir:

The huge move undertaken by the Modi government to scarp Articles 370 and 35A and bring in a bill to bifurcate the state of Jammu and Kashmir seemed to have changed the whole political dynamics of the country, at least for some time to come.

The impact of the ripples of the political masterstroke was there to see almost instantly as some of the staunchest political adversaries of BJP like AAP, TDP and BSP chose to side with the government. Not only the AAP, BSP and TDP voted in favour of the resolution and the bill, they also hailed it as a big step that will help Jammu and Kashmir to integrate with the country.

Those who sided with the government's decision could see the writing on the wall after gauging the mood among the public which in several states came on to the streets to celebrate the occasion dancing and distributing sweets. People could be seen shouting Modi…Modi and even comparing the event as the Second Independence Day.

“We support the govt on its decisions on J&K. We hope this will bring peace and development in the state,” tweeted Delhi chief minister Arvind Kejriwal in support. An AAP leader conceded that after 2019 Lok Sabha results, a clear view had emerged within the party about which line to take ahead of the assembly elections. After a lot of deliberations it was decided the party would take a clear stand on issues of nationalism, especially with regard to issues that have emotive appeal in public like on Kashmir and on the Left-wing extremism, he said.“The party is aware that even remote opposition to such issues will result in political hara-kiri,” he said.

The administration moved quickly in all directions to manage any aftereffects of the abrogation of the special status granted to Jammu and Kashmir. 

The Ministry of External Affairs briefed envoys of the member-nations of the United Nations Security Council – permanent and nonpermanent – on New Delhi's decision to remove the special status under Article 370 for Jammu and Kashmir. 

India explained that proposals under its Parliament's consideration on the administrative reorganisation of Jammu and Kashmir and Article 370 were matters internal to the country and aimed at providing good governance and ensuring economic development in Jammu and Kashmir.

The United States on Tuesday said it was "closely following" the events in Jammu and Kashmir following the abrogation of Article 370 of the Indian Constitution that gave special status to the state.

However, it expressed concern over the reports of detentions of some politicians in the state. "We are closely following the events in the state of Jammu and Kashmir. We take note of India's announcement revising the constitutional status of Jammu and Kashmir and India's plan to split the state into two union territories. We note that the Indian government has described these actions as strictly an internal matter," State Department spokesperson Morgan Ortagus said in a statement, which was posted by Voice of America's White House Bureau Chief Steve Herman on his Twitter handle.

"We are concerned about reports of detentions and urge respect for individual rights and discussion with those in affected communities. We call on all parties to maintain peace and stability along the Line of Control," the statement said.
