The BJP continued its winning streak in Assam panchayat polls, marching ahead of its closest rival Congress and alliance partner Asom Gana Parishad (AGP) which contested independently, as counting of votes finally came to an end on the fifth day on Sunday.
Minority dominated All India United Democratic Front (AIUDF) came third and AGP fourth in the local election held in two phases on December 5 and 9 to elect 21,990 gaon panchayat members (GPM), 2,199 gaon panchayat presidents (GPP), 2,199 anchalik panchayat presidents (APM) and 420 zila panchayat members (GPM) across the state registering an overall 82 per cent voting.
Prime Minister Narendra Modi Saturday said the BJP and its allies have become the preferred choice of people in the northeast states as he thanked voters in Assam for their support to the saffron party in the recent panchayat polls.

The BJP has won 8,730 GPM seats, followed by the Congress 6,971, AGP 1,580, AIUDF 1,018, BPF 54, CPI(M) 31, CPI 4, TMC 2 and Independents 2,596.
For the GPP posts, BJP has secured 991, Congress 759, AGP 137, AIUDF 130, BPF 2 and Independents 173.
In the APM seats, BJP bagged 1,020, Congress 769, AGP 117, AIUDF 136, CPI(M) and TMC -- 1 each and Independents 142.
The ASEC said that in ZPM constituencies, BJP won 212, Congress 147, AGP 19, AIUDF 25 and Independents 16.
The elections were held in two phases on December 5 and 9 to elect 21,990 GPM, 2,199 GPP, 2,199 APM and 420 ZPM across the state, recording an overall 82 per cent voting.
Of the total 78,571 contestants, 734 had been elected uncontested.
"Over the last few years, the BJP and the NDA family have become the preferred choice of the northeast. We consider it our privilege that we have the honour of fulfilling the aspirations of the northeast and taking the region to new heights of progress," he said on online networking site Twitter..
He said the party has immense faith in the state government and its focus on good governance.
"I appreciate the entire team of Assam BJP for their excellent work across the state, which has resulted in the party's wonderful performance. I am sure the 'karyakartas' will continue raising issues of public welfare and work towards Assam's growth," Modi said.
Chief Minister Sarbananda Sonowal thanked the people for taking part in the election in large numbers and voting for "development and good governance".
Tarun Gogoi has expressed confidence that Congress can come to power in state in 2021 assembly polls. He has also hinted about contesting the next elections.
Amid reports of clashes between the BJP and Congress on alleged rigging, the counting of paper ballots for the four categories of election was on in the 16 administrative districts where the hustings were held. As per the results declared so far by the State Election Commission, the Bharatiya Janata Party has won 8487 GPM seats, Congress 6740, BJP AGP 1496, AIUDF 1001 and others 2,543.
For Zila Parishad Members election, BJP secured 217, Congress 147, AGP 19, All India United Democratic Front (AIUDF) 26 and others 11 seats.In Anchalik Panchayat Members (APM) polls, BJP emerged victorious in 1001, Congress 731, AGP 105, AIUDF 138 and others 137.
The BJP won 973 Gaon Panchayat President (GPP) seats, Congress 732, AGP 125, AIUDF 125 and others 164 seats. Altogether, 78,571 contestants participated in the hustings and 734 were elected uncontested.
The chief minister in a press release on Friday said that the people in the Barak to Brahmaputra valleys, plains and hills of Assam spontaneously took part in the panchayat elections and results showed that the people have reposed faith on good governance of both the central and state governments. Congratulating the winners, Sonowal urged the victorious candidates to strengthen the Panchayati Raj system by delivering public services in a clean and transparent manner.

Till now among declared results, BJP has won 41.68% of seats in GPM, 45.85% in GPP, 47.37% in APM and 50.74% in ZPM. Congress has won 33.10% in GPM, 34.50% in GPP, 34.60% in APM and 35.15% in ZPM.
So BJP has done very well, but Congress hasn't fared too bad either. It has managed to squeeze the space of the other opposition parties to keep itself competitive for the upcoming Lok Sabha polls in Assam.

"Till now, we have results for 1,218 posts. Out of this, 1,089 posts are gaon panchayat members (GPM), 71 gaon panchayat presidents (GPP) and 58 anchalik panchayat members (APM). No final result of any zila parishad member (ZPM) is available," he added.
The BJP has bagged 481 GPM posts, followed by 294 by the Congress, 115 by AGP, 15 by AIUDF, five by CPI(M), two by CPI and Independents emerged victorious at 175 seats, Bora said.The BJP won 33 GPP posts, Congress 20, AGP 10, AIUDF two posts and Independents six. The BJP bagged 30 APM seats, while the Congress won 15, AGP 8 , AIUDF two and Independents bagged three.
"The counting is going on peacefully. No anomalies have been reported from any counting hall in any part of the state," Bora said. The elections were held on December 5 and 9 to elect 21,990 GPM, 2,199 GPP, 2,199 APM and 420 ZPM across the state, recording an overall voting of 82 per cent.
While there were 78,571 contestants, 734 were elected uncontested.

An estimated 75 per cent of the voters exercised their franchise Sunday in the second phase of panchayat polls in 10 districts of Assam which was largely peaceful, the state election commission said.
Voting will continue till late in the night in 900 polling stations as many voters entered the polling stations in the last hour before the end of the stipulated time, Assam State Election Commissioner H N Bora told reporters here.
Barring three incidents of complaints received from Cachar, Karimganj and Nalbari districts, polling was peaceful, he said.Repolling will be held in eight polling stations of Cachar and Karimganj and one in Nalbari on December 11, Bora added.
The polling percentage in the 10 districts is 75 per cent, with Dhubri recording the highest of 86 per cent, the SEC said.The polling figure will go up as many people are still in the polling booths to exercise their franchise, officials said.
As voting began in the morning, a few cases of anomalies regarding names of voters and candidates, symbols along with ballot papers were reported, which were resolved locally and polling continued uninterrupted, the SEC officials said.
Polling is being held in Nalbari, Barpeta, Bongaigaon, Dhubri, South Salmara, Goalpara, Cachar, Hailakandi, Karimganj and Hojai to elect 169 zila parishad, 895 anchalik parishad, 895 gaon panchayats presidents and 8,950 gaon panchayat members from among a total of 35,056 contestants.
The first phase of polling was held on December five in 16 districts. The voter turnout on December 5 was 81.5 per cent.

2. High octane campaign
Campaigning for the panchayat elections, touted as the fore-runner of the 2019 general elections, had witnessed unprecedented high octave war of words between the ruling alliance partners BJP and regional party AGP hurling accusations and counter accusations to downplay each other.
This year's campaigning also witnessed the use of helicopters by BJP ministers as they conducted whirlwind meetings to solicit for votes and addressed public meetings.

3. Sarbananda Sonowal passes first test
Sarbananda Sonowal has been Assam CM for over two years. The panchayat polls were a big test for him to show that his government has managed to retain the popularity which catapulted them to power in 2016. Assam for a long time has been a Congress fiefdom so extending BJP's dominance in the Panchayat level is a definite boost for the party's health in the time to come.
The BJP hasn't done as well as it would have hoped but it has won the majority of the Zilla Parishads. Close to 50% in ZP President and Anchalik Panchayat Members have been selected from BJP ticket.
4. Congress retains number 2 spot
Congress was badly dented in the last Assembly polls. So in this panchayat election, the challenge in front of the party was to maintain its presence in this key battleground state in North East. It has managed to do so, by virtually making the contest a two battle race. Congress has gained majority in six zilla parishads and have got significant number of candidates elected as gaon panchayat member, which augurs well for their base.

5. AIUDF on third position

6. AGP suffers heavy losses
AGP is a NDA ally, but has been vocal about BJP's support to Citizenship Amendment Bill. They have even threatened to sever ties with NDA if the government moves ahead with its plans.
But their bargaining power may get limited with a poor performance in the Panchayat polls. AGP has been relegated to the fourth spot a long cry from its glory days. It can control Bongaigaon Zilla Parishad with BJP support. Similarly, it can support BJP to get control of two more Zilla Parishads.
