Besides, the document also mentioned about an aim to create 18 lakh employment opportunities for the youth, raise skilled manpower of 5 lakh and provide 24 hour electricity, among others.
This was disclosed after Chief Minister Manohar Lal Khattar launched 'vision document 2030' here in the presence of Finance Minister Capt Abhimanyu and United Nations resident coordinator Diego Palacios.
In the document, indicators have been mainly divided into three categories namely economic, environmental and social.
While in the economic indicators, the focus areas would be to increase the per capita income to Rs 8,34,351 and ensure the participation of 30 per women in the work force, the environmental indicators included waste and garbage collection and arrangement of 100 per cent toilets and sewerage, 20 e-waste and solid waste management plant, renewable energy of 14.5 per cent of the total energy, complete ban on stubble burning, establishment of 400 climate smart villages and to check the depletion of water table.
Similarly, the social indicators of the document included no malnutrition amongst children, housing for all, to bring down the maternal mortality rate to 70 per one lakh live births, neonatal mortality rate to 12 per 1,000 live births and under five mortality rate to 25 per 1,000 live births, 100 per cent net enrolment ratio at pre-primary level, 97 per cent at primary level and 95 per cent at secondary level, bringing down the dropout rate to nil and reducing the crime against women.
Speaking on this occasion, Khattar asked administrative secretaries of all departments to prepare plan keeping in view the Sustainable Development Goals (SDGs) so as to achieve the target of document of the state government in a phased manner.
He said these targets would help in enhancing the commitment level of the state government and therefore, there was a need to accelerate the pace of works so that these be achieved well before the scheduled time.
"In September 2015, the UN General Assembly adopted 17 goals and 169 targets for sustainable development. These SDGs, also known as the global goals, are a universal call of action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity," he said.
Describing today as an "important day in the history of Haryana", he said that it is a comprehensive document carrying details of all activities and targets to be achieved in the year 2019, 2022 and 2030 and has been prepared keeping in view the basic requirement of people of the state.
Seven working groups had been formed which held about 60 brainstorming meetings to give final shape to this vision document, he added.
He said that "during the last over two-and-a-half years tenure of the present state government, we have prepared a road map for the development of the state".
The state government is in the process of preparing a State Resident Data Base (SRDB) to ensure that only the eligible beneficiaries get the benefit of various welfare schemes, he said.
A survey would soon be carried out so that new schemes and programmes could be prepared as per the need and requirement of the people, he said.
Describing upliftment of downtrodden and poor is the "biggest challenge for Haryana", Capt Abhimanyu said that despite of highest per capita income and with high GDP growth rate, "we are facing the problem of income disparity which needs to be addressed".
He said the state government is working with the spirit of Andodya so as to ensure the development and welfare of last men in the queue.
