Irregularities in procuring equipment worth Rs 15.93 crore by MoHFW: Report

The Public Accounts Committee (PAC) has rapped the Union Ministry of Health and Family Welfare (MoHFW) for undue delay in the case of building a New Emergency Care Centre (NECC) at Central-government run Ram Manohar Lohia Hospital. What was to be planned to be built for opening up emergency care facilities to be meted out to Commonwealth Games sportspersons in 2010, the NECC wing never started it during the games, eight years ago.

Even as the work progress was slow, the PAC, in its latest report, states that the ministry went ahead to procure medical equipment to the tune of Rs 15.93 crore for NECC. Of the delay of 1,576 days in construction, 1,384 days were attributed to site constraints and 192 days to M/s Hosmac Projects for slow progress and wrongful delay.

"The undue delay of over 4 years is attributed to the unscientific manner in which the Ministry took up the project without proper homework," the report states. "Ministry finalized contracts for procurement and issued Notification of Award (NoA) in December 2011 to 24 firms for supply of various medical equipment, without giving any heed to the Project Management Consultant's advice earlier in August about the slow progress of work. The equipment valued at Rs 15.93 crore was received during 2012-13."

The PAC has demanded disciplinary action against officials responsible for overlooking the advice of Project Management Consultant and going ahead with the procurement.

Equipment worth Rs 2.40 crore was due to expire in 36 months and hence was diverted, and not utilised for NECC, as the latter was never built at the time of buying the equipment.
