Noida Authority Chief Executive Officer (CEO) Amit Mohan Prasad has ordered a probe after a DNA report revealed that as many as 4,700 ghost employees in the corporation have been drawing a salary of Rs 6 crore every month.
He also directed the officials concerned to open Aadhar-linked bank accounts for all contract employees, and confirm the credentials of the staffers as well as the manpower-providing agencies. The contract employees will also need to register with the Labour Department.
DNA was the first to report that as many as 4,700 contract employees had been drawing a salary of Rs 6 crore per month for years, but there was no evidence to prove these staffers' existence.
Talking to DNA, CEO Prasad said he has directed the officials concerned to make a list of contract employees and manpower supply agencies. "We will check the credentials of both contract employees and manpower supplying agencies. I have also directed that all the employees must open Aadhar-linked bank accounts," he said.
Prasad further said the Authority's team will conduct regular inspections to check whether these employees were physically present on duty or not. Stringent action will be taken against guilty contract employees or agencies, he said.
Former Noida Authority Chairman and CEO Rama Raman, had ordered a probe on March 29, 2016, to identify the number of staffers appointed in different departments, payments made to the manpower sourcing agencies, the process of hiring agencies and manpower, and credentials of the placement agencies, including their registered addresses, etc. Authority Deputy CEO Saumya Srivastav was appointed to lead the probe.
DNA exclusively accessed some documents related to the Authority's probe. Sources said the credentials of several manpower agencies were not checked for years. They have also been accused of not taking any concrete action.
Analysis
A high-level, free and fair investigation is needed to unearth this well-organised racket, which cannot run without the involvement of several Noida Authority officials. In fact, Rs 6 crore is only an initial finding
