Delhi transport minister says no to enforcement drive for high-security registration plates

Several owners who successfully made the booking failed to receive their number plates from the designated centres.

The Delhi Government has issued a new directive regarding high-security registration plate (HSRP) and colour coded sticker on vehicles. Delhi transport minister Kailash Gahlot has directed the transport department not to take any action regarding HSRP.

 
The transport department had issued a public notice on September 22, saying that it would soon start a drive against vehicles that don’t have HSRP or fuel stickers. The decision had raised panic among vehicle owners who made a mad rush to make online bookings. This resulted in technical glitches. Several owners who successfully made the booking failed to receive their number plates from the designated centres. According to an estimate, about 40 lakh car owners don't have HSRP plates.

Now transport minister Kailash Gehlot has instructed HSRP, OEM manufacturers and Dealers to put a system in place addressing the grievances of the vehicle owners and not to take any online booking until the system is made free of any glitches. However, he said that the bookings that have been done so far will have a number plate.

Delhi Transport Minister Kailash Gahlot convened a meeting to address public grievances in relation to the High-Security Registration Plate (HSRP) and Colour Coded Stickers. In the meeting, Gahlot directed the Transport Department to restrain from taking coercive measures in order to enforce rules pertaining to HSRP.

Soon after the meeting, Gahlot said, “Our objective is public convenience. It was misinterpreted by a section of people that we are immediately enforcing the HSRP rule. This created panic among vehicle owners."

The meeting was attended by senior officers from Transport Department, National Informatics Centre (NIC) and other stakeholders such as Original Equipment Manufacturers (OEM), Society of Indian Automobile Manufacturers (SIAM) and High-Security Registration Plate (HSRP) manufacturers.
