Delhi HC issues contempt notice over unauthorised speed breakers

The Delhi High Court on Monday issued a contempt notice against the Principal Secretary of Public Works Department (PWD) of the Delhi government and Special Commissioner of Police, Delhi Traffic Police after they failed to remove the unauthorised speed breakers despite previous directions of the court.

A bench of Justice S Ravindra Bhat and Justice AK Chawla also directed Renu Sharma, Principal Secretary, PWD to appear in person at the court on the next date of hearing.

The court's direction came while hearing two PILs filed by advocate Rajiv Singh and NGO, Guru Hanuman Society of India, claiming that the city's civic agencies have allowed construction of speed breakers without complying with the guidelines of the Indian Road Congress and the Unified Traffic and Transportation Infrastructure Centre.

In May and August 2016, the court had directed the agencies maintaining roads in the national Capital for the removal of all speed breakers that are not approved by the traffic police and do not conform to the prescribed norms.

Thereafter, it had told the traffic police that all speed breakers, both authorised and unauthorised, on Delhi roads must be geo-tagged and their location marked by GPS.The authorities were also asked to ensure that signages regarding speed breakers and U-turns are put up in advance "to warn drivers" and "aid in reducing accidents".

While passing such orders, the court had cautioned the authorities stating that if the directions were not complied with, then coercive measures would be taken against them.

However, the authorities failed to comply with the orders of the court following which a contempt notice was issued during the proceedings on Monday.
