In a letter which bore the signature of party general secretary Shakeel Ahmed, the Congress said the remaining two demands - Jan Lokpal bill and full statehood for Delhi - were outside the purview of the Delhi government.

The Congress, which won eight seats in the Delhi assembly elections, had offered unconditional support to the AAP to from the government in Delhi. But the AAP handed over a list of 18 demands to the Congress before it would consider the offer.

Talking to reporters, Ahmed said: "AAP is a new party, so a lack of experience, they did not know that 16 points are administrative. The 16 points are not legislative so our support not needed. Rest two we support but also are out of Delhi's governance reach."
