The new Development Plan (DP) 2034 has introduced the cluster redevelopment scheme for the old colonies in the city's western and eastern suburbs, with a permissible floor space index (FSI) of up to 4.

The catch being, while the minimum requirement to get a project under cluster redevelopment is 4,000 sq metres in the Island city, it has been hiked 10,000 sq metres in Mumbai Suburbs and extended suburbs.

However, housing experts opined that the move is a positive one, provided the government isn't expecting developers to construct these homes. According to experts, If more incentive is given to existing tenants, the projects might take off soon.

Meanwhile, none of the cluster redevelopment projects in the city has been completed until now.

Chandrasekhar Prabhu, an expert, said, "Whether the area hike of 10,000 sq mts in suburbs for cluster redevelopment is good or bad can be discussed later, but right now, it is good that cluster redevelopment that was only implemented in the island city has also been introduced in the suburbs."

"The government should give incentives to existing societies and tenants and encourage redevelopment. If the government gives 15 to 20 per cent extra FSI to the societies going for self-redevelopment then this will be successful," added Prabhu.

Dr Sanjay Chaturvedi, another expert said, "The development on larger plots can be planned properly and it will be pragmatic in nature."

THE SCHEME

CDS is a scheme for redevelopment of a cluster of buildings and structures over a minimum area of 4000 sq. m in Mumbai and 10000 sq. m in its suburbs
