According to the survey conducted by citizen engagement platform LocalCircles, 43% respondents rated data services of incumbent operators as poor and 27% rated voice services below the mark.

In terms of call drop, the survey said 53% of the citizens rated their operators as average.

The survey was based on customers' expectations in terms of quality of service from their operators.

"Around 77% of citizens believe the regulator TRAI has not done enough to improve things in last few years," the survey said.

Call charges in India are among the lowest in the world, the survey said, adding that "53% of citizens, however, fond of downloading still find the telecom pricing expensive".

Despite the government's instruction to operators to improve network coverage, barring large operators, most companies have not invested adequately in improving the infrastructure, it added.
