Hundreds presented roses to Siddaiah, demanding that khata certificates be issued for their sites.

Thursday afternoon was all rosy for Bruhat Bangalore Mahanagara Palike (BBMP) commissioner Siddaiah, albeit in a different way. Taking a leaf out of Bollywood blockbuster Lage Raho Munnabhai, hundreds of people under the aegis of the Sachchidananda Nagar Nyayapara Andolana Samithi flooded the Palike head office to present roses to Siddaiah, to urge the civic body chief to ensure that their long-standing demand for BBMP khata certificates for their sites was met.
“We have brought flowers and a memorandum to get khata certificates. We want to complain against the officials of Rajarajeshwari Nagar zone who are executing the court orders,” said Sureshkumar, a house owner in Sachchidananda Nagar of Rajarajeshwari Nagar.
Siddaiah, after hearing the residents for over an hour and verifying their documents, directed the special commissioner to take immediate action in the matter. “I assure you that the BBMP will take immediate action to get your khatas,” he said.
Sachchidananda Nagar was formed in 1994. The then assistant commissioner found no violations in the layout. Subsequently, the layout plan was approved by the Pattanagere gram panchayat and Pattanagere city municipal council. Allotments were made to about 840 people and the site owners received possession certificates. The CMC Pattanagere also issued khata certificates to several owners.
“The problems started in 2000, when the then divisional commissioner directed the CMC not to issue us khatas. However, the 16th additional city civil court passed a decree nullifying the communication and ordered to register khatas, in April 2005,” said Shankar Prasad, a site owner.
The additional commissioner, however, deferred its implementation by providing inaccurate information to the BBMP commissioner, alleged Prasad. “We approached the Lokayukta which in a directive in March this year concurred with the court order that khatas should be issued,” he said.
Prasad alleged that the additional commissioner informed them that a special leave petition (SLP) on the issue in the Supreme Court had to be cleared. “The Lokayukta found that there was no SLP filed. The additional commissioner was summoned. But he was transferred. The new officer issued khatas to 80 site owners and later to another 20,” said HY Mahesh, another site owner.
But the assistant revenue officer of Rajarajeshwari Nagar stopped the registering of khatas citing certain confusions.
