The academicians at state universities who are dreaming of becoming the next registrar (administration) of the university where they are serving right now will not see their dreams come true if the state government goes ahead with its new plans.
The state higher education department is looking at appointing IAS and IPS officers as registrars. Sources in the higher education department confirmed the move and said, “The issue is still under discussion. Even the minister is interested to appoint IAS and IPS officials as registrars for universities.”
According to the department officials, the main objective behind this is bringing in effective administration to the university.
State higher education minister CT Ravi elaborated, “There is a plan about this, and we are still discussing it. Like appointing IAS and IPS officials as registrars, there are lot many suggestions, and we will come to a concrete decision by the end of September.”
Till 2009-10, the government used to appoint IAS or IPS officers serving on a super time scale as registrar (administration) for universities. The then higher education minister Aravind Limbavali changed this and started appointing academicians within the university.
Regarding this, the higher education department also issued a government order and stopped the appointment of IAS and IPS officers. According to the officials, the reason behind this change over was shortage of super time scale IAS and IPS officers in the state. “As per the act, academicians are not supposed to be appointed as registrar (administration). If anyone questions this in the court, the government will have to withdraw the government order and follow the Karnataka State Universities Act (2000),” said a syndicate member.
Ravi has another idea in his mind — he does not want to appoint academicians as vice-chancellors for the university where they are working. According to Ravi, if the vice-chancellor is from the same university he will fail in administration because of internal fights. “If we appoint a vice-chancellor from the same varsity, his rivals will highlight his weaknesses. If he is from outside, there are lesser chances for others to know him personally,” said Ravi.
