The state government on Friday gave yet another extension and relaxation in the implementation of the amended Motor Vehicle Act by pushing forward the date for imposing the helmet rule, extending the deadline for getting the Pollution Under Control (PUC) certificate and install High-Security Registration Plates (HSRP) to October 31. Sources in the government said that the decision to further extend the deadline has been taken keeping in mind the festive season.

This is the third such extension since the new rules came into force on September 16. The decision was taken following a meeting of top officials and Chief Minister Vijay Rupani on October 4. The government also accepted the public demand that fines be collected as per old norms for violations that happened before September 16 this year.

The state also clarified that those who failed to renew their driving licence for over a year will have to get a learning licence through an online application. It said such truants won't have to appear for the computer test but will have to give the driving test before a new licence is issued.

The state government has also relaxed the norms for PUC centres. Earlier, it had announced the opening of 900 new PUC centres in Gujarat to cope with the rising demand. The state said it would ease the process of getting a certificate to set up such centres, including the fact that the permit would be given before the machinery is set up. It has also done away with the rule that demanded proof of five years of paying rent, by way of a lease agreement, before such centres could be opened in a rented place.

The state also said that the Road Transport Office will remain closed on October 8, the day of Dussehra. The clarification came after the Transport department had said that all RTOs will remain open on all public holidays, including Sunday, to meet the increased rush of people. Since the implementation of the MV Act, RTOs have been flooded by citizens keen their documents and licences in place.

On September 18, the state extended the deadline for the helmet and PUC certificate rule to October 15. The move was aimed at giving motorists enough time to ensure that they are able to comply with the traffic rules post-deadline.

Since the MV Act was implemented, the state has extended the date for procurement of PUC up to September 30. The state has also made it mandatory that those who buy new two-wheeler after September 18 will have to be provided with an ISI mark helmet by showrooms.
