The state government on Friday stated that every rape victim in Gujarat has been compensated as on December 31, 2018. While the government said that 81 and 289 rape victims registered in the year 2017 and 2018 respectively were compensated, the data it presented last year up of to March 2018 alone saw 2,213 registered cases of rape.
The government was presenting the data in the state Assembly in reply t0 the questions about the same.
As per the data presented in the Assembly last year, the year ending up to March 31, 2018 alone saw the state recording 2,213 cases of rape. This means that against 370 victims, who were compensated in 2017 and 2018, the actual number of cases were 2,213 for the year 2017 alone.
Security officials often dismiss the high number of rape cases saying that most of the cases are 'technical rape' cases. The term refers to a rape complaint made by parents of a woman or the woman herself in case of elopement and consensual sex.
A police official said compensation is paid only in cases where the committee is convinced that it is a genuine rape case. "So, that could be the reason for the discrepancy although I know that every FIR regarding rape that gets filed is reported to the committee that decides on the compensation," said the official.
The state government had recently announced a sharp increase in the amount of compensation paid to rape survivors and victims of acid attack and other crimes. The compensation was to be paid irrespective of sex of the victim and was also to cover victims of the POCSO Act.
At that time the Minister of State for Home, Pradipsinh Jadeja had said that the Supreme Court-approved scheme did not cover victims of the POCSO (Protection of Children from Sexual Offences) Act, but the state government has taken a sensitive approach and included them in the scheme too.
