Continuing his attack on prime minister Narendra Modi, Congress vice-president Rahul Gandhi said on Tuesday that Modi was attacking him and his party in his election rallies because he had no plans for Gujarat's future.

"Sixty per cent of the time in his speech yesterday, Modi ji spoke about Congress and me. This election is not about BJP or Congress, Narendra Modi or Rahul Gandhi. This election is about future of Gujarat's people. In his entire speech, Modi ji did not talk about your future, as to what the BJP wants to do for Gujarat in the future, and how," Gandhi, who is set to take over as Congress president said at an election rally in Anjar.

Referring to his party's manifesto which was released a day earlier, Gandhi said that they have taken feedback from farmers, women, youths, traders, to prepare it.

"The Congress's manifesto reflects people's voice. We will implement the manifesto in whole. Our government will not work for 5 or 10 industrialists, it will work for people of Gujarat. You will feel after 22 years that there is a change," he said, assuring that the Congress government would not impose decisions such as demonetisation on people.

Gandhi said that he did not believe in making hollow promises, and which is why he could make a promise of 15 lakh rupees to people, in an apparent dig at Modi over his 2014 poll promise that so much money could be deposited in every Indian's bank account if black money stashed abroad was brought back.

Gandhi also recalled that during a visit to New Zealand a few years ago, he learnt that the country was exporting milk all over the world, but not India.

"I was told that Gujarat has a place called Anand, and that they cannot compete with women of Anand and Gujarat. Gujarat model means using strength of women, farmers, workers," he said, while dismissing the Gujarat model presented by Modi as the Narendra Modi model.
