Chief Minister Vijay Rupani, on Wednesday, announced 12 measures to do away with environmental and procedural bottlenecks to expedite investment and increase production of small manufacturers. This will result in an increase industrial investment worth Rs 82,000 crore.

Local business bodies had, in past one month, complained about the flaws in procedures and regulations are intensifying industrial slowdown. All of these measures relate to Gujarat Pollution Control Board (GPCB) and Gujarat Industrial Development Corporation (GIDC).

Rupani announced these SOPs in the presence of close to 2,700 industrialists in Ahmedabad. "There is a perception among industries that these organisations harass them. I want to categorically assure all of you that these bodies exist for you. The government believes in sitting together and finding a solution. Gujarat is a policy-driven state," said Rupani.

He said that these problems have been troubling industries for years together now and the government has decided to do away with them. He advocated cluster approach to develop industries and urged industries to develop products that are district specific.

Rajiv Kumar Gupta, Additional Chief Secretary (ACS) for Forest and Environment, said many of the problems have been pending for about 10-15 years. GPCB will now play the role of a doctor rather than a policeman and of a developer rather than a regulator, he said.

Shailesh Patwari, Chairman, Naroda Enviro Projects Limited, said these SOPs will ease regulations and procedures as well as expedite production. Ajit Shah, secretary of Federation of Industries Association (FIA), said that these demand have been pending for long and have hurt investments, job creation, and government revenue.

12 MEASURES TO BE JUNKED:

  1. Units with Environmental Clearance do not need Consent To Establish (CTE) for up to 105 days
     
  2. Dye-stuff makers do not need permission to change dyes of same groups
     
  3. The penalty collected by Gujarat Pollution Control Board (GPCB) will be used to create Common Effluent Treatment facilities
     
  4. Renewal of CTE-fresh and Consent To Operate has been reduced from 45 days to 30 days.
     
  5. The duration of consent has been raised from 7 years and 10 years to 10 years and 15 years
     
  6. Additional clearance of 5 MLD discharge in Ankleshwar and one MLD discharge in Panoli
     
  7. In principle approval to Deep Sea Discharge of treated water along Veraval – Vapi belt. Rs 5,500 crore project likely to be announced before VGS-19
     
  8. Duration of commencement of production raised from 3 years to 4 years for holders of plots upto one lakh square metre. 3% capital rebate for holders of plots upto 3,000 square metre
     
  9. Non-utilization penalty for closed units reduced from 20% to 10%
     
  10. 100% concession for interests on penalty and 50% relief in delay penalty for holders of 3,000 square metre of plots
     
  11. GIDC plots to be given on rent to reduce capital expenditure
     
  12. Assistance to create infrastructure in industrial estates raised from 60% to 80%
