The Gujarat State Human Rights Commission on Tuesday issued notices to the state government in the wake of attacks on migrants and their exodus, asking the authorities to clarify the steps taken to maintain peace.

Notices have been issued to the state's chief secretary, director general of police, and Ahmedabad police commissioner.

The Commission's chairperson justice (retired) Abhilasha Kumari told reporters in Gandhinagar that they have been asked to submit the reports within 20 days.

"We have asked them to clarify what steps are being taken to maintain peace in the state, and for the safety of people who are being attacked," she said.

Thousands of migrant workers from states such as Uttar Pradesh, Bihar and Madhya Pradesh have left Gujarat since violence erupted in several districts in the state targeting them following the rape of a 14-month-old baby by a migrant worker in Sabarkantha on September 28. Ravindra Sahu, who allegedly committed the rape was arrested within a few hours of the crime.

Amid assurances by the government and police about their safety, estimates suggest that between 20,000 and 50,000 migrant workers have left Gujarat in the past ten days or so. However, the number of workers leaving has fallen in the past couple of days, which could be attributed to the confidence building measures initiated by the authorities.

The police had arrested more than 500 people in connection with the violence against Hindi-speaking migrant workers as of yesterday. Majority of the arrests were made in Sabarkantha, Mehsana, Gandhinagar, Aravalli, Surendranagar, and Ahmedabad, according to officials.

Congress MLA Alpesh Thakor, who had blamed a non-Gujarati for the child's rape, is facing the heat for the violence, but he has denied his or his outfit Thakor Sena's role in the attacks.
