France and Rwanda have agreed to re-open diplomatic relations, the French president's office said on Sunday.
The general secretary of the French presidency, Claude Gueant, was in Kigali on Sunday and met Rwanda president Paul Kagame, where they agreed to re-open relations, the French president's office said in a statement.
