FBI director Robert Mueller on Tuesday asked for an independent review of the agency's actions and policies before the shooting spree at the Fort Hood Army base, where a military psychiatrist is accused of killing 13 people.
Mueller asked that William Webster, the former head of the FBI and a former judge, conduct the review amid criticism the FBI knew that the shooter, Major Nidal Malik Hasan, had been communicating with an anti-American cleric in Yemen.
"Judge Webster is uniquely qualified to undertake this task and look at the procedures and actions involved in this matter," Mueller said in a statement. "It is essential to determine whether there are improvements to our current practices or other authorities that could make us all safer in the future."
