China plans to create 45 million new jobs over the next three years despite worsening employment opportunities.

China’s Urban Employment Growth Plan seeks to change the country’s growth model in the wake of the global financial crisis.

The plan will also take into account 20 million annual wave of graduates flocking to the cities in search of employment, The Telegraph reports.

The Chinese government also plans to inject 1.5billion pound development fund to aid the trouble private sector and generate employment opportunities.

China is also seeking to scale down unemployment below five percent despite the closures or downsizing of factories in the manufacturing hubs and a slow down in infrastructure projects.

The 2011-2015 plan also vows to maintain an average 13 percent annual growth in the nation's minimum wage, improve workers' rights and bridge huge wage disparities.
